County Administration

The county administrator is appointed by the Charlotte County Board of County Commissioners. It is the responsibility of the county administrator to implement all decisions, policies, ordinances and motions made by the Board. This is done through the department directors and administrative personnel who report directly to the County Administrator.

The mission of Charlotte County is to be the energy in making Charlotte County a beautiful and enriching place to live. This guiding mission statement applies to Administration and our entire organization.

Roger Baltz, County AdministratorRoger Baltz

The County Administrator is responsible for providing leadership and management to the organization, and for implementing policy which is established by the Board of County Commissioners.

Roger has extensive and varied experience in local government management. Roger has been employed by Charlotte County since July 2003. He was appointed as County Administrator in 2008. His past service has included employment as County Administrator of Putnam County, Florida; City Manager of Crystal River, Florida; and Town Manager of Pahrump, Nevada. Roger also served as Parks and Recreation Director for the City Lodi, California from 2001 to 2003.

Roger holds two graduate degrees. A Masters Degree in Education from the University of Arkansas and a Masters Degree in Public Administration from the University of Wyoming.

Roger is a member of the International City/County Management Association and the Florida City/County Management Association.

Kelly Shoemaker, Assistant County AdministratorKelly Shoemaker

Kelly Shoemaker has been Assistant County Administrator since July, 2004. She has over 24 years of local county government experience in Florida. Previously, Kelly was the Assistant Director of the Parks and Recreation Department and then served as the Assistant to the County Administrator for two years. Her prior experience includes ten years working for Sarasota County in various positions in their Parks and Recreation Department.

Educational Background:
Bachelor of Science in Leisure Services and Studies with a minor in Psychology from Florida State University
Post Graduate Level Paralegal Certificate from Rollins College
MBA with a concentration in Public Administration from IMPAC University

Kelly is a member of the International City/County Management Association and the Florida City/County Management Association.

Ray Sandrock, Assistant County AdministratorRay Sandrock

Ray Sandrock has been Assistant County Administrator since May 2009. Ray has been with Charlotte County Government since 1999, when he started as a Finance Manager with Public Works. In 2002 he was promoted to Assistant Budget Director and later spent 4 years as the Director of Budget and Administrative Services. The department received the Distinguished Budget Presentation Award each year that Ray was Director.

Educational Background:
Bachelor of Science in Business Administration from Robert Morris College
Associates Degree in Parks & Recreation from Pennsylvania State University

Ray is a member of the Government Finance Officers Association and the Florida Government Finance Officers Association.
