Housing Division - Neighborhood Stabilization Program (NSP)
The Board of County Commissioners approved the agreement for funds from the federal Neighborhood Stabilization Program (NSP) for Charlotte County, these funds are made available through the Florida Department of Community Affairs for the NSP I program and made available directly from US Dept. of HUD for NSP III.
The purpose of the program is to create jobs and repopulate abandoned homes from foreclosure by developing affordable housing for homeownership or rentals. This is done by purchasing foreclosed properties from banks, rehabilitating them, and then deeding them to a local non-profit for affordable homeownership or rental programs. In addition, the County uses funds from the Neighborhood Stabilization Program to demolish blighted and/or partially built structures and add properties to a land bank. This land is then distributed to local non-profits for affordable housing development.
How to take part in the Neighborhood Stabilization Program:
- To Sell a Home: Banks, realtors representing foreclosed properties, and other owners of properties that have been completely foreclosed on can take advantage of this program by contacting Charlotte County Housing Division (941.505.4884) with information about the property. This property can then be considered for purchase through this program.
- To Rehabilitate a Home: Contractors who would like to be able to bid on the rehabilitation work should contact the County’s Purchasing Department (941.743.1378) to ensure that their company is on the County’s bid list. Those on the list will receive bid notices when the County is ready to proceed with the rehabilitation of homes. More information is also available on the Purchasing Department’s web site. Additionally, Charlotte County has contracted with Habitat for Humanity to oversee construction and conduct the bid process in some cases. Access the Habitat for Humanity web address for posted bids. The Charlotte Desoto Building Industry Association will also be provided with a list of projects out to bid.
