Growth Management Department

The Growth Management Department takes pride in its service to the community. We have responded to the Commissioners’ request to be Open for Business very seriously and provide the public with our response to this concept.

We administer and enforce County zoning regulations and are responsible for the preparation and implementation of the County's Comprehensive Plan. Growth Management includes the following divisions and their functions:

  • Zoning Division - functions include administering and updating the Land Development Code, site plan review, environmental review, and processing requests for special exceptions and variances
  • Planning Division – functions include administering and updating the Comprehensive Plan, community planning, coordination with various technical advisory boards and government agencies, special planning projects, some administration and update to the Land Development Code, and processing plan amendments and rezonings
  • Land Development Division – functions include review and processing of excavation requests, plat (subdivision) requests, plat and street vacations, and lot split determinations
  • Land Information Division – functions include maintaining and updating the Comprehensive Plan’s Future Land Use Map, the Zoning maps, processing requests for street name changes, creating special maps using Geographic Information Systems software, and addressing

Growth Management also includes a Concurrency Manager to administer the Concurrency Management Code (Chapter 3-5, Article XIV, Charlotte County Code of Laws and Ordinances). More recently, a Transportation Planner has been hired to help the department coordinate and review the many plans and projects that contain transportation issues. These two positions are not located within a division but are supervised directly by the Growth Management Director.
